Well, I received two more responses to my quickie informal survey of people's gut reactions to the words "business incubator". They were also negative. So far, I haven't received any positive ones. My respondents were venture capitalists and angel investors.

We have one of them public/private incubators in our town.
It is a scam.
I was told I had one of the best business plans they had seen in a while, a very interesting product, low start up costs, short time to market, profitability in six months to a year. An excellent marketing plan etc.
What I got told is: how would you like to buy some services from us? Then maybe we can pass your plan forward to the venture guys.
Another layer of management has been added with no commensurate gain in efficiency.
